Special tag/branch for GCHP reference

Some oddities in semantic version were created during the conversion from CVS to Git. External collaborators using MAPL within GCHP were told to reference their version of MAPL as v1.0.0., but that was inconsistent with subsequent versioning during CVS conversion to Git.

THIS BRANCH CANNOT BE MERGED into other branches. The TAG should survive, but the branch will be deleted at some point in the future.
