Plugins are not loaded correctly via 'saftbus-ctl'

Burst generator firmware

While updating the burst generator firmware with saftbus-ctl version 3.1.3
via saftbus-ctl -l libbg-firmware-service.so tr0
the firmware is not updated (the new version was placed in firmware-bin/).
Only after unloading and removing the plugin via saftbus-ctl -u and saftbus-ctl -r, respectively and then loading via eb-fwupload the updated plugin is loaded.

Function generator firmware

Trying to load the function generator via saftbus-ctl -l libfg-firmware-service.so tr0 fails with Error: no FunctionGeneratorFirmware found but Only after the restart of the daemon the same command fails with the correct error, since not on a SCU.
