Define the config file and how it is read/written

[Cogito]

A configuration file is needed that enables the admin to define what game mode the server/a world/a player should have on start-up or login.

This could potentially contain 'profiles' that store game mode configurations, and could then be applied quickly and easily in-game.

A profile could be 'NoobProtect' for example.

A player could be set to profile 'Attacker' as soon as they start attacking another player, and this profile could cause them to lose all their items if they die, for example.
