Page headers aren't styled consistently

Problem

Some page headers have this glitchy filter attached to the main header:

This potentially makes it hard to read, and also is inconsistent when some pages don't use this filter on their header.

Solution

Discuss and come to agreement on how we want things to be stylized, so that we can have a consistent look.
