Travel vector algorithm (v1)

Using the repeat visits identified in key captures, implement the travel vector algorithm on a session by session basis.

The algorithm design uses the inherent auto-correlation between GPS measurements to correct some of the GPS error when matching repeat visits. Volunteers interested in learning more or contributing to the implementation or QC of this algorithm may contact @ZavenArra
