Add small offset to overlap calculation

In `tracking.py`, `compute_cost_matrix` will zero out elements that entirely overlap. This could be weird in case right after cell division where what used to be a bud, is now a new cell that used to entirely overlap. It seems like adding a small offset would help with "tie-breaking" in these cases.
