Update Troubleshooting Steps in README

• The steps to troubleshoot the build should be updated.

Information

• Sporatically, after loading Notepad# into Visual Studio IDE, the initial build will fail and the user will have to clean and rebuild the project in order for the NuGET packages to be properly loaded and compilation errors to be resolved.

I don't believe this is an issue anymore as the packages have linked library files in the resources folder inside the project.
