Add telemetry to Bancho

Okay, I know how it sounds with calling home but it would be useful to see basic insights about the project usage, this can be opted out of. This would also need to be informed to the user on first run

We should periodically send data home specifying:

• User count (in DB)
• User count who have submitted a score (separate by mode)
• Score count
• Connected user count
• Number of multi rooms that have existed
• Basic system info (CPU, RAM, OS)
• Hirasawa install date (taken from BanchoBot user created date)

This data will be used internally to monitor usage, this information may eventually be displayed on the website in the form of:

• Total users
• Total scores
• Total multi rooms
• Total servers

This telemetry will NEVER be used in any way that will identify the server itself to the project contributors nor the general public
