Update pipeline templates to use updated package lifecycle

After updating the CBS via #299 , the existing pipeline templates should use the new/simplified CBS scripts.

• Streamline existing pipeline templates under /Templates to publish to Artifactory/Nexus and follow updated CBS scripts using buildIdenifier and releaseIdentifier. Existing publishing to other repositories (such as in the Azure DevOps pipeline template) can be put into comments.
• Leverage the script to automatically compute the next release name via the CBS instead of performing the computation in the concrete pipeline template (see Feature/301 create utility scripts to compute the next release build for cbs #310)
