OpenStreetMap tiles are now blocked

I am using the OpenStreetMap layer in IITC Mobile (Android version 0.40.0) and since today I no longer see the maps but this message:

"Access blocked
App is not following the tile usage policy of OpenStreetMap's volunteer-run servers: osm.wiki/Blocked"

I don't know why IITC is blocked; the message above is vague. Do we need to implement caching? Rate-limiting? There are policies outlined for OSM maps at https://operations.osmfoundation.org/policies/tiles/ but I can't tell which ones we violate (I had a quick glance at the IITC code).
