.config.location --> .config.dir

With new logic we use for assets (e.g. grafana dashboards and traefik dynamic config), we should get rid of .config.location and rely on hardcoded relative (to .config.dir) paths of artifacts, thus $(cat /config.dir)/repo.config is a new way to build an absolute path to a repo.config
