优化建议，增加基础镜像 #61

现在docker构建的时候每次构建都需要安装Linux依赖，Python依赖，耗时比较久，可以增加一个基础镜像，将所有的安装依赖放到基础镜像中去，每个镜像自己的Dockerfile只需要copy代码，启动start.sh，这样在依赖没有变化的时候只需要构建一次基础镜像，加快docker build的时间。
det-yolov5-tmi，docker构建的时候要去Github上面下载权重，对于服务器无法访问Github的情况，能否将pt文件放到项目中，通过参数控制是去Github上下载还是直接用项目中的pt文件
