UI doesn't show "Targetting" button on NEW antennas at RA v2.11.0.0 (antennas on existing craft work fine)

If I load an existing craft, I can see the "Targetting" button.

But, If I try to create a new vessel, the new antenna does not display a target button on the UI when I right mouse click it.

Replicated, this is probably because of the changes to default antenna targets in #70.
