Scale_Redist in the plugins folder

I don't know if it's used for anything, but it interferes with TweakScale support on other mods, and could cause issues with other copies of the DLL distributed with TweakScale proper. Does it need to be there? In case it's actually needed, it should be in main GameData folder, as with how TS redistributes it.

Interestingly, CKAN excludes this file: https://github.com/KSP-CKAN/NetKAN/blob/841a49c77233be21638b9a0df0fafc1b21b4f55f/NetKAN/FerramAerospaceResearchContinued.netkan#L30

It should still be removed from the releases though.
