Flag to offboard Arc vs Arc Data

DELETE_FLAG_ARC_DATA = Deletes Arc Data only, leaves Arc alone = TRUE_FALSE
DELETE_FLAG = Existing flag that removes both Arc and Arc Data

The idea is, when testing Data Services release trains on Permanent clusters, having to onboard Arc every time is not optimal. Hiding this logic behind flags in the script and configMap solves this problem.
