Default gif flashes when page is refreshed

The default gif that prompts the user to start making to do lists flashes briefly when the page refreshes. Possibly due to the load time needed to load and remove the gif. We will revisit and work to correct this issue as we refactor.

We tested to see if a plain text element would take less load time than the gif and therefore not have this issue but the issue persisted. Still researching solutions.
