I'm using GLTF as a common export format, because it's open source. It also appears that gltf files with just a material are actually valid according to the GLTF validator. I'd love to be able to import these materials in blender, without having to add a mesh.
Allowing just material imports would be a nice feature to have.
The only real alternative I see is inventing a custom format, and I REALLY don't want to do that.
I'd implement it myself, but my python skills are next to nonexistent...
