CLI does not provide a OpenAI-compatible option

Description

I have installed both CLI and VScode extension. The extension provides an openai-compatible option for a custom base url, but the cli does not and documentation is not clear on how or where that is set up. Where and how do I setup the config file for both the CLI and VScode extension? I am not currently seeing any config files in the .local, .config directories on my WSL linux machine.

Reproduction steps

1. npm install -g @kilocode/cli
2. kilo –version
3. /connect
   No options for openai-compatible api like in vscode extension. It is not clear on how to setup properly.
