Describe the enhancement you want to request

Add Enable/Disable Toggle and Edit Functionality for Rules and Skills

Requested Features

1. Rules
✅ Enable / Disable a Rule without deleting it.

2. Skills
✅ Enable / Disable a Skill without deleting it.
✅ Edit an existing Skill (name, content, ...).

Expected Behavior

• Each Rule and Skill should have a toggle switch to enable or disable it.
• Each Skill should have an Edit button that opens it for modification.
• Disabled Rules/Skills should be visually distinct (e.g. grayed out) but preserved.
