Automate seed node issue alert on API release #477
Description
To better manage seed node update announcements for NNs, we should be able to use actions + github API to:
- create an issue in this repo to alert about the release
- create a draft PR with:
- update instructions doc (this might need to include other updates if there are any required around the same time - we cant automate that but we can merge it in)
- update the seed node scoring json file
- update the readme to show which version(s) are currently eligible for scoring
