Automate populating scoring_epochs.json

Similar to #477
Once an update has been merged to master, this should trigger the creation of a draft PR to update the contents of https://github.com/KomodoPlatform/dPoW/blob/master/doc/scoring_epochs.json with an entry using the timestamps from the merge time.
