Dockable Rock Hermits

Rock hermits were not in the original game, but have appeared since. I'd like to make use of rock hermits to improve a handful of areas where your earning potential is weaker than sticking to legal trade-running.

Rock hermits would appear in less safe systems as a large asteroid with a docking-port. Docking with the rock hermit will give you a limited market where you can buy and sell minerals, slaves, liquor, narcotics, radioactives and other things of interest to shady-asteroid-mining-operations such as these.

Shooting on a rock-hermit will launch a bunch of low-tech mercenaries as a protection force. In Anarchy & Feudal systems, no legal action is taken against you. In Dictatorships, Communist states and above you'll receive a bounty for clearing out the pests. (other Elite hacks have treated firing on rock hermits as a crime, but I don't think this is useful to the game)
