update base distribution

KubOS upstream looks to be moving to ubuntu 20.04 https://github.com/kubos/kubos/tree/ropes/docker-image-update

might take some work to map those changes onto the docker images in `docker/` given that this repo has done some funky stuff with splitting them up to reduce build times and promote docker image reuse as much as possible
