Consider updating HiOp spack package

It seems that spack package for HiOp is a bit out of date. The latest version in spack is 1.1.1 and the spack package still defaults to builds without HiOp sparse module.

we will update hiop's spack. Sparse module requires the user to download HSL linear solvers and it is disabled by default.
