No error toast when image upload fails - rate limit

Summary

When I am rate limited from uploading new images, I do not get an error toast on iOS/Safari. I haven’t tested other browsers. I do get success toasts on upload.

Steps to Reproduce

1. Upload the maximum number of images per hour (6 for Hexbear)
2. Try to upload another image

Expected: clear error message, ideally something like “Image Upload Failed: Rate limited for {N} more minutes”

Actual: no feedback, fails silently

Technical Details

iOS 18.7.2, Safari, haven’t tested other devices or browsers

Not sure if I want to backport a fix, but we can at least make sure its not going to happen on 1.0 versions.

1.0 is also not showing an error toast for failed uploads. You can easily try by uploading a post image on voyager, it appears to succeed and shows no error. But the browser console shows "error":"image_upload_disabled" (#3921).
