Fix all persistently broken URLs (#736)
There are some schools which use broken technology to run their sites, which set session cookies and session IDs before anything can work. This fails with the link checker, that just hits a redirect loop, so we need to skip these sites Update URLs when new ones could be found, disable others where the websites have just gone away
