Adding performance measurement action to CI

We should setup a benchmark suite for manim with which we can see the performance drops and increases for the parts of manim. I wouldn't at this to the automatically running tasks but it could be manually ran once it's needed by one of the devs.

This would be based on pytest-benchmark
