Bot is not making new channels or properly repsonding

the bot, when Dm'ed says "Hello! If you wish to start a new ticket, please use !start." but then I say !start, the bot says
"Hello! If you wish to start a new ticket, please use !start.
Hello, please describe your issue briefly, the more details, the faster it will be for the staff team to help you. Type cancel to cancel."
I then proceed to give the feedback, and it happens all over again.
