PR Times are not localised

The times under each pr on the profile page are not localised, instead it seems they are in UTC. Additionally they use the third most unacceptable date format, mm/dd/yyyy.

As seen in the screenshot. It is currently 1:05am on 6th of october, which should mean 11 hours ago is 2pm, not 1am.
