Is your feature request related to a problem? Please describe.
There are times that users will want to run CUPiD to analyze a single run without comparing to previous runs. In those cases, --cupid-baseline-case should not be run and the base case variables not set in the resulting config.yml

Describe the solution you'd like
This will require updates to config_tool.xml as well as the helper script itself, and also will need a change in ccs_config (the template.cupid file is what gets turned into case.cupid)
