Followup of #1187 and #1205. Extend the reading/broadcasting of domain-sized arrays for ozone, photochemistry, and GOCART that were not handled in the above PRs.
Solution
Follow the same method of using ccpp_bcast and reading only when mpirank == mpiroot for the schemes mentioned above.
