Automate pieces of the testing workflows

• UFS case generation script uses “stale” UFS data (initial and forecast files) to test functionality. One way to go about this: Create cron job that regularly checks, and updates the UFS data if necessary, the staged UFS Baselines stored on FTP server.
• SCM RT baselines are updated manually by NCAR staff (NOAA staff cannot do it), if necessary, after each PR is merged. Can we automate this? (Personally, I lean more and more on the CI to validate my work, and having the baselines up-to-date is critical for this.)
