[Meta] Update the APIs to use .Net 10

.Net 10 is scheduled for release in November of 2025, with .Net 8 (current Long Term Support version) reaching end of support on November 10, 2026.

Ahead of that, we need to update the APIs to build and run under .Net 10, deploy the updated .Net runtime to the servers, etc.
