Update language toggle to use updated NCIDS attribute ID #288
Description
Currently, the attribute ID for the language toggle within the repository is #LangList1 a.
With the release of MVP1, the language toggle attribute ID has been updated to #lang-toggle. The config in Drupal has already been updated on Prod, but we should update it in the app itself so that the new attribute ID doesn't get lost in the sauce.
