Spike: Investigate Which Versions of SASS Work with NCIDS

In order to update the version of SASS being used on NCIDS, we need to know which versions function or break.

Technical Notes

• We have a rule that sass@">=1.69.0 <1.77.0", but 1.90.0 seems to work.

Expected Deliverables:

• What versions of SASS function with NCIDS so we can make our rule more expansive for the version usage.
