Incomplete package cleanup and always using force overwrite symlinks

• Debian prerm file only removed the symlink/file for ldns-nsec3-hash and not the other tools (keygen, key2ds, etc.)
• RPM scriptlet always uses force (-f) when creating the symlinks: ln -f -s ${FORCE} .... Setting the FORCE variable further up in the script just adds a second -f to the command.
