`check_nsec` does not advance window

The `check_nsec` function verifies the validity of the type bit maps by checking if the windows are in order and the blocks are within bounds. However, the `data` pointer is never actually advanced, the check therefore cannot pass. Note that `check_nsec` is only ever used if RDATA is provided in generic notation.
