Restart capability for aigfs and aigefs #60
Description
Current behavior
There is currently no restart capability for NOAA-EMC/aigfs or NOAA-EMC/aigefs. Restart capability is a production standard for models with a run time greater than 15 minutes.
Expected behavior
Ideally, both aigfs and aigefs would be able to resume their forecast from the last complete forecast output files, e.g., aigfs.t00z.[pres,sfc].f120.grib2.
