Enable central logging for external codes

**Describe the bug**
`fre -vv` prints INFO and DEBUG log levels.

But it doesn't work for `fre catalog build` which uses an external package.

**To Reproduce**
Try printing info and debug messages from `fre catalog build`

**Expected behavior**
fre -vv should cause all INFO and DEBUG loggers to print.
