some unit tests are confusingly flakey

something is going on... i never felt like fre-cli was tortured by flakey tests until recently. we may have another flakey test in fre/make/tests/test_create_checkout.py::test_checkout_execute

PR #804 will fix issue #803 when merged. issue #803 also reflected a flakey test under the fre.cmor submodule. the flakey-ness was caused by my assumption for creating a simple variable list from a glob.
