[Bug Report] newer version of openskill library is required on windows

OS: Windows

Description: Cant install via pip install nmmo, since 'openskill==0.2.0-alpha.0' can't be find for python 3.8.8. If install from source with newer version of openskill, everything is ok.

Repro: windows + python 3.8.8. pip install nmmo
