Consider API Change for Checklists #21

From #20 (review) and #20 (comment).
Currently Checklist's can be triggered if they match on a relevent_for callback. Per discussion above we should look into expanding the criteria for triggering a checklist to incorporate the raw diff in addition to all files changed, and other meta information around the changeset.
