Implement RRTMGP as CAM7 radiation scheme

What is the feature/what would you like to discuss?

Currently, the CAM7 radiation is RRTMG because of the interface changes required by Oslo Aero.
Once Oslo Aero has updated interfaces, make RRTMGP the default radiation scheme for CAM7.
The Oslo Aero issue for this is NorESMhub/OSLO_AERO#52 .

While the number of bands is the same, there is a difference in one SW band boundary and one LW band boundary.
For SW:

rrtmg : 820, 2600, 3250, 4000 ...
rrtmgp: 820, 2680, 3250, 4000 ...

For LW:

rrtmg : 10, 350, 500, 630 ...
rrtmgp: 10, 250, 500, 630 ...

Note that the lower bound of the second band is a bit different for both SW and LW.

There do not appear to be any RRTMGP-specific data files for MAM, eruptive volcanic aerosols, cloud optics, aerosol properties, etc.
