Issue Description

CMIP requires distinct atmosphere diagnostics for radiation at the top of the model and radiation at the top of the atmosphere. CAM needs to estimate the values at the top of the atmosphere.

This task is to ensure the model produces a complete, distinct, and well documented set of diagnostic variables for both sets.
