STORY: Tasks required before the next React-dash Release

This ticket is for tracking the React-dash bugs that are currently prevent a react-dash release:

Bugs:

1. React v.16 bug: React dash errors out because deprecated proptypes has been removed also React.createClass. Pin React-dash to React v.15.6.2 #69
2. The csv-es6-data-backend seems not to get fully installed with npm install, Had to copy an older version to get all the necessary files. Need to check its package.json for possible missing dependencies. (https://github.com/NuCivic/csv-es6-data-backend ).
3. Some additional packages are required to get react-dash working, need to add them as dev-dependencies. Add packages as dev-dependencies to prevent builds from breaking #70
4. React & React-dom versions should be pinned to 15.6.2: Ticket: Pin React-dash to React v.15.6.2 #69
5. Fixed-data-table has been deprecated, should we be using fixed-data-table-2?
