[bug] Show Publish date not draft date

When a news article is published it shows the date that the draft created as the 'published' date
Both on the news overview (example) and single article (example)

We want to show the date the article got published.
So after hitting Publish here

Currently the date displayed on the UI for when a news article is published comes from the created_at field from the db. There's no property that tracks the time of publish, so we could add a new field that tracks the publish date time. If that sounds like a good solution I can work on this!

There is a modified_at field but I don't think we would want to use that in case an article gets modified after publishing.

@chris-staunton Yes, a new date field will need to be added to each of the tables; projects, research items, research updates, news and questions.
