Diagram: Known Losses field should be available to WT, WWT components

Describe the feature
The Known Losses field should be visible in the data drawer for WT and WWT components. This field already exists when the type of component is Water Using System.

• This is likely only a UI visibility change, but we need to check that the value populated by this field does not need additional chagnes when it comes to assessment syncing or results logic
