Settings for Classic Toolbar on some row next to menu

I can't figure out what settings will accomplish having Classic Toolbar on the same row as the menu, as shown in the help files.
I may be using the wrong terminology. Below is what I would like it to look like and what it currently looks like. I've searched the help files and forum but I'm not using the right words evidently.
