Open Shell Toolbar in Windows Explorer keeps disappearing

Describe the bug

From time to time, Open Shell Toolbar in Windows Explorer keeps disappearing without any apparent reason. To recover, I close Explorer window and reopen it and Open Shell toolbar reappears or I remove and add the toolbar in windows explorer (by unchecking and rechecking the Classic Explorer Bar in Toolbars in Windows Explorer.

Open Windows Explorer and after sometime Open Shell Toolbar disappears without any error or message.

Open Shell Toolbar in Windows Explorer should stay visible and not disappear

I did some test and I think I may have narrowed down the cause of this issue.
Whenever I open an app from within windows file explorer (by double clicking) that shows the UAC dialog window or whenever I run an app as an administrator (accessible from right clicking) from within file explorer then the openshell toolbar in file explorer disappears. This is happening consistently so I am positive this is the reason for this issue because all other time when I open an app in file explorer that does not result in a dialog box window being shown the openshell toolbar is not affected i.e., it does not disappear.

Now if I do the same i.e., open an app that shows the UAC dialog window or run an app as an administrator from outside file explorer i.e., from a 3rd party app then openshell toolbar is not affected i.e., it does not disappear.

To recap, openshell toolbar in file explorer disappears whenever I open an app from within windows file explorer that shows the UAC dialog window or whenever I run an app as an administrator from within file explorer.

All of the above happens on Windows 11 22H2.

Any chance this can be fixed? It is so useful, and with this issue happening so frequently, it is pretty much rendered unusable now.

well in 23H2 it's gone, the only way I can get it to show is hit the F5 many times. Eventually the words of the toolbar appear and you can then select the toolbar from the View drop down list. It only works in that instance of explorer.
