Classic Explorer keep hiding every time when open up.

Describe the bug

The classic explorer keeps hidding every time I open explorer. I have to manually Alt+V and click Classic Explorer every time just to make it show up.

Windows Explorer

To reproduce

1. ALT + V
2. Select View => Toolbars => Classic Explorer

Expected behavior

The Classic Explorer get checked. And when reopen explorer, it will remain checked, not unchecked.

It looks the same as #1815.
Unfortunately no solution for it yet :(
